Subic-Clark-Tarlac Expressway

The Subic-Clark-Tarlac Expressway (SCTEx) is a 94-kilometer four-lane expressway north of Manila, in the Philippines. Its southern terminus is at the Subic Bay Freeport Zone in Zambales, it passes through the interchange with the North Luzon Expressway near the Clark Special Economic Zone in Angeles City, and its northern terminus is at the Central Techno Park in Tarlac City, Tarlac.

As of April 28, 2008, Exactly 12 noon, BCDA Announced the Subic - Clark Segment of Subic-Clark-Tarlac Expressway is Now Open to all Vehicles. BCDA saids your travel from Manila to Subic is only 1 Hour via North Luzon Expressway and 40 Minutes. The travel from Clark to Subic is only 40 Minutes.

As of July 25, 2008 12:01 am, BCDA announces the opening of Clark-Tarlac Segment of the Subic-Clark-Tarlac Expressway. The Travel from Clark to Tarlac is only 25 Minutes and the travel at whole SCTEx is only 1 Hour or 65 Minutes. The Travel from Manila to Tarlac via NLEx and SCTEx Package 2 is only 1 Hour and 25 Minutes


The expressway is part of the Bases Conversion Development Authority's Subic-Clark-Tarlac Expressway Project or SCTEP, which aims to connect the ecozones of Subic and Clark and the Hacienda Luisita in Tarlac. The joint-venture of First Philippine Infrastructure Development Corporation, Tollways Management Corporation and Egis Projects, the same concessionaires of the North Luzon Expressway, will handle all the operations and maintenance of the expressway. First Philippine Infrastructure Development Corporation is a subsidiary of First Philippine Holdings, a holding company under the Lopez Group of Companies with core investments in power and tollways, and strategic initiatives in property and manufacturing. The four-lane divided highway is divided into two major sections. The first section, the Subic-Clark section is 50.5 kilometers long; the Clark-Tarlac section measures 43.27 kilometers long. Undertaking the construction for the first section are the Kajima-Obayashi-JFE Engineering-Mitsubishi (KOJM) Joint Venture and the second section under Hazama-Taisei-Nippon Steel (HTN) Joint Venture.

The total cost for the construction of the expressway is PhP 27.405 billion. It was sourced through a loan from the Japan Bank for International Cooperation (JBIC) amounting to ¥41.93 billion or Php23.06 billion-with an interest rate of 0.95% per annum. The project, supposed to be completed by December 2007, was delayed due to right-of-way issues and slippage fixes. [2] [3] [4] [5]

P22.63 billion of the total project cost represents direct costs such as expenses incurred for the construction of the SCTEX. The indirect costs of P3.34 billion include land acquisition, consultancy services, project management expenses and taxes and duties. Future Plans
President Gloria Macapagal-Arroyo plans to extend the SCTEx to Rosario, La Union from Tarlac City via Tarlac-La Union Expressway the Phase 2 Extension of North Luzon Expressway. Because the Clark-Tarlac Segment of SCTEx is the Extension Phase 1 of North Luzon Expressway. The Construction begins 2008 until 2013.


The Subic-Clark-Tarlac Expressway (SCTEx), BCDA's biggest and most ambitious project to date, is a major infrastructure which is envisioned to serve as a backbone of development in the Central Luzon region. Known as the country's longest expressway, it is envisioned to transform the area into a super region that would attract investors worldwide through the integration of all economic activities in the Subic Freeport and Special Economic Zone and the Clark Special Economic Zone, and the Central Techno Park in Tarlac.

Project Description:

The 93.77 kilometer, four-lane divided highway is divided into two major sections. The first section, the Subic-Clark section is 50.5 kilometers long; the Clark-Tarlac section measures 43.27 kilometers long. Undertaking the construction for Package 1 and Package 2 are the Kajima-Obayashi-JFE Engineering-Mitsubishi (KOJM) Joint Venture and the Hazama-Taisei-Nippon Steel (HTN) Joint Venture, respectively.

The project involves the detailed design, right-of-way acquisition, construction as well as the operation and maintenance of 93.7 kilometers (inclusive of spur roads) of asphalt concrete pavement (ACP) expressway on mostly lahar embankments. SCTEx is divided into 2 sections, namely the Subic-Clark section (Package 1) and the Clark-Tarlac section (Package 2).

It entails the the construction of four major bridges; 11 interchanges; 29 minor bridges; 44 underpasses; 303 drainage culverts; toll operation center, toll plazas.

Operational by 2009 are the Floridablanca Interchange, the Porac Interchange, the Clark South Interchange and the Clark North Interchange B and an access road-the Panday Pira Road.

Operation and Maintenance:

An Interim Service Provider (ISP) was tapped to handle Operations and Maintenance for at least six months. On December 20, 2007 the contract for the ISP was signed between the BCDA and the consortium of First Philippine Holdings Corporation, Egis Road Operation, and Tollways Management Corporation. The conglomerate will be the ISP of SCTEx.

The terms of the contract for operation and maintenance will be for a period of six months, renewable for a maximum of another six months. The services include functional requirements for the efficient operation of the toll road, such as toll road collection, traffic safety and security management, toll road maintenance, including greenery and landscaping, management services, and all necessary support services.


The total cost of the project is Php27.123 billion.

The project itself would be generating more than 3,400 jobs at its peak level. These include but are not limited to site workers, heavy equipment operators, engineers, SCTEx-PMO staff and other construction-related professions. Once completed, the highway will directly benefit the population of the municipalities and provinces it will traverse as well as the whole of Region 3 and the general motoring public.


On July 25, 2008, SCTEX Package 2 (Clark to Tarlac Segment) was opened at 12:01 am. Welcoming the motorists were SCTEX Program Director Isaac Puno III and TMC President Anthony Mabasa. Last April 28, 2008, the entire 50.5-kilometer SCTEX Package 1 (Subic-Clark segment) and a portion of Package 2 was opened at 12:01 p.m., following simple ceremonies and blessing rites at the SCTEX Toll Operations Center in Mabalacat, Pampanga.

Motorists (with Class A vehicles) who intend to travel the full length of the expressway from the Tipo Toll Plaza up to Tarlac City, will pay the maximum toll rate
