History “repeated” itself in this historic capital city, dubbed as the “cradle of democracy in Asia.”The province yesterday marked the 109th anniversary of the opening of the Malolos Congress, where representatives ratified the Malolos Constitution that justified the proclamation of the Philippine Independence on June 12, 1898 in Kawit, Cavite.

The Philippine Revolution - The Malolos Congress

In accordance with the decrees of June 18 and 23, 1898, Aguinaldo convoked the Revolutionary Congress at Barasoain, Malolos. Peace and order conditions in some provinces were such that Aguinaldo was compelled to appoint their delegates to Congress. Consequently, on September 4, he appointed fifty delegates to the Congress. This number was increased by ten on September 10. The number of delegates to the Congress fluctuated from time to time.

In the morning of September 15, the basilica at Barasoain was filled with delegates and spectators. Outside, the Banda Pasig played the National Anthem. When Aguinaldo and his officers arrived, the delegates, the cream of the Filipino intelligentsia, spread out to give way to the President.

The first significant act of the Congress was the ratification on September 29, of the independence proclaimed at Kawit on June 12, 1898. Aguinaldo, whose office and official residence were located at the convent of Malolos Church, arrived at Barasoain, where Congress was holding its sessions, amidst the "vociferous acclamations of he people and strains of music."

The ceremonies began at 10:30am and Aguinaldo, after congratulating Paterno for having been elected to the presidency of Congress, partly said in Tagalog:

" Now we witness the truth of what the famous President Monroe said to the effect that the United States was for the Americans; now I say that the Philippines is for the Filipinos. "

WHEN I ASSISTED THE NATIONAL HISTORICAL COMMISSION OF THE PHILIPPINES FOR THEIR DERELICTION OF DUTY TO DETERMINE THE CENTENNIAL DEATH ANNIVERSARY OF THE CALDERON CONSIDERING THAT TWO WEEKS BEFORE THE CORRECT DATE, THE SAID COMMISSION IN MANILA , WHEN I ATTEMPT TO VISIT AND INQUIRED IF THEY HAVE ANY EXISTING PROGRAM FOR CALDERON, BUT AN ANSWER WAS GIVEN TO ME EMPTY FOR THEY KNOW NAUGHT ABOUT CALDERON’S CENTENNIAL CELEBRATION. OVER UPON GUIDING THE COMMISSION, IT INSIST THE WRONG DATE OF CELEBRATION, HAD IT NOT DUE TO MY RECORD I SHOWED TO THE CHIEF, THE COMMISSION SHALL PURSUE TO CELEBRATE THE EVENT WRONGFULLY.

    IN MY COMPARATIVE AND CRITICAL OPINION, SEPTEMBER 15, SHALL BE A NATIONAL NON-WORKING HOLIDAY BEING RECOGNIZED BY MANY COUNTRIES IN SOUTH EAST ASIA AND EUROPE THE CONSTITUTIONAL LAW WHICH WAS DRAFTED BY A FILIPINO-SPANISH CONSITUTIONALIST GENIUS OF 18TH CENTURY, WHICH BECOME EFFECTIVE FOR SHORT PERIOD OF TIME CAN NOT BE DENIED BY THE FACTS AND CIRCUMSTANCES THAT SUCH HIGHEST BRANCH OF LAW OF THE LAND WHICH IS THE CREATOR AND ORIGIN OF EXECUTIVE, LEGISLATIVE AND EVEN THE SUPREME COURT POWER CREATED THE FIRST GOVERNMENT OF THE FILIPINO PEOPLE AND THE FIRST CONSTITUTIONAL LAW UNKNOWN TO MANY HAVE HAD BEEN ADOPTED BY MANY COUNTRIES IN SOUTH EAST ASIA AND THE PACIFIC, THE ONLY ASIAN ORIGIN OF CONSTITUTIONAL LAW THAT STAND ALTHOUGH NOT RECOGNIZED BY THE FAMILY OF NATION LATER BECOME THE LEAGUE OF NATION NOW KNOWN AS UNITED NATION, SAID CONSTITUTIONAL LAW HAVE BEEN ADOPTED BY MANY SCHOLARS, LAW MAKERS AND CONSITUTIONALISTS EVEN IN EUROPE, THE DRAFTER HAVE BEEN DULY RECOGNIZED BY MANY FOREIGN LEADERS BUT THEY CAN NOT TRACE THE SURVIVING HEIRS..
    NOW PEOPLE OF THE PHILIPPINES, HIS EXCELLENCY, MR. PRESIDENT AQUINO JR., HOW COME YOU ARE NOT AWARE OF THESE FACTS? AMONG THE DIFFERENT CONSTITUTIONS INTRODUCED BY OUR LAW MAKERS, I AM REFERRING TO THE 1935, 1947, 1972 AND THE 1987 WHOM YOUR MOTHER SIGNED INTO LAW AS THE LEADER OF THE PHILIPPINES THE LAW THAT MADE HER TO TAKE AN OATH OF OFFICE AS THE FIRST FEMALE PRESIDENT, BE IT REMEMBER AND IT IS WORTH MENTIONING HERE, THAT THERE ARE ONLY TWO REVOLUTIONARY GOVERNMENT IN THE HISTORY OF THE PHILIPPINES, THE CONSTITUTIONAL LAW UNDER REVOLUTION ARY GOVERNMENT OF AGUINALDO AND THE 1987 CONSTITUTIONAL LAW UNDER THE REVOLUTIONARY GOVERNMENT OF MRS.
